New Technical Standards for Free Space Optics (FSO) Devices

The Indonesian government has enacted Ministerial Decree No. 43 of 2025 concerning Free Space Optics (FSO) Telecommunications Technical Device Standards. This regulation replaces Ministerial Decree No. 59 of 2022, which is now declared null and void.

What is Free Space Optics (FSO)?

Free Space Optics (FSO) is a communication technology that uses light (laser) to transmit data wirelessly through the air. This technology is widely used as a high-speed connectivity solution in areas that are difficult to reach by fiber optic cables.

Key Points in Ministerial Decree No. 43 of 2025

1. All FSO devices to be manufactured, imported, assembled, or marketed in Indonesia must meet the following technical standards:

  • Power and electricity consumption
  • Electrical safety: according to IEC 62368-1 or IEC 60950-1
  • EMC compliance: CISPR 32 and CISPR 35
  • Laser safety: Class 1, 1M, 2, 2M, 3R, and/or 3B based on IEC 60825-1 & IEC 60825-12
  • Ethernet and SDH interfaces: IEEE 802.3, ITU-T G.957, and G.691

2. FSO devices must be installed according to the location classification based on laser exposure risk:

  • Open area (public access)
  • Restricted area (limited access)
  • Inaccessible area
  • Controlled area (action by trained personnel only)
  • This classification will determine the permitted laser classes and the safety measures that must be implemented.

3. To obtain an SDPPI certificate, the applicant must attach:

  • Official assessment report covering the following aspects: power, electrical safety, EMC, laser safety, and SDH
  • Declaration letter in line with the IEEE 802.3 standard (for Ethernet)

4. If the device uses a higher-risk laser (for Class 2, 2M, 3R, 3B Lasers) , the applicant must include:

  • Cooperation agreement with the telecommunications network operator
  • Letter stating that the device will only be sold to authorized providers

This regulation comes into force on May 18, 2025. All certification applications after that date must follow the new standard. Test reports issued before May 18, 2025 can still be used, as long as they do not conflict with the provisions of Decree No. 43/2025.

Revoked Regulations are Ministerial Decree No. 59 of 2022 has been officially revoked and is no longer valid.
