Ministry of Communication and Information Encourages Acceleration of Digital Radio Ecosystem in Indonesia

Jakarta – The Ministry of Communication and Informatics (Kemkominfo) has officially issued Ministerial Regulation Number 5 of 2023 (PM 5/2023) which regulates the use of the radio frequency spectrum for analog broadcasts (AM and FM) and digital technology (DAB+ and DRM). This regulation aims to accelerate the adoption of the digital radio ecosystem in Indonesia, which is expected to bring a bright future for the Publishing industry. In order to support the implementation of PM 5/2023, the Ministry of Communication and Information held a workshop and socialization entitled “Digital Radio: The Future of Broadcasting in Indonesia.” This activity took place on October 8-9, 2024 at the Borobudur Hotel, Jakarta. Denny Setiawan, Director of Resource Management, conveyed the importance of collaboration between various parties to develop the digital radio ecosystem in Indonesia. Digital Radio as the Future of Broadcasting Denny Setiawan emphasized that radio has a vital role in conveying information since the early 20th century. He emphasized the importance of cooperation between regulators, broadcasters, and receiver manufacturers in accelerating the development of digital radio. “Collaboration between regulators, broadcasters, and receiver manufacturers is essential to accelerate the digital radio ecosystem in Indonesia. With good regulation, technological innovation, and support from all parties, digital radio will have a bright future,”said Denny. PM 5/2023 covers technical and operational provisions for the use of the radio frequency spectrum for radio broadcasting services via terrestrial media. This regulation is the legal basis for adopting digital technologies, such as DAB+ (Digital Audio Broadcasting) and DRM (Digital Radio Mondiale), which have been used in several countries and Publishing companies. Socialization to Support the Implementation of Digital Technology This socialization aims to provide understanding to all stakeholders about terrestrial radio technology, how it works, and strategic plans that have been prepared by the Ministry of Communication and Information. Denny hopes that this activity can increase awareness and readiness of stakeholders in supporting digital transformation in the radio broadcasting sector. “Through this workshop, we hope that stakeholders can understand terrestrial radio technology, know how it works, and support Kominfo’s future plans to accelerate the digital radio ecosystem,”he added. Strategic Steps Towards Digital Radio in Indonesia Regulation PM 5/2023 is not an important thing in the journey of adopting digital radio technology in Indonesia. Jakarta – The Internet of Things (IoT) industry in Indonesia continues to show great potential with a projected market value of USD 6.02 billion in 2029. One of the strategic steps is through the Maritime On The Spot (MOTS) program which has been running since 2019. This program aims to educate frequency users, including fishermen, and prevent harmful interference (dangerous interference) due to inappropriate frequency use. To support the success of the program, the Ministry of Communication and Information collaborates with the Ministry of Transportation and the Ministry of Marine Affairs and Fisheries (KKP). Applicants for technical standard certification are classified into two categories : business actors and non-business actors. Business actors include brand owners, representatives and/or distributors, manufacturers and/or assemblers holding a brand, manufacturers and/or assemblers, and those for personal use. Non-business actors include state organizers, international organizations, and individuals. The application fee for certification is regulated by Government Regulation No. 43 of 2023 concerning Types and Tariffs for Non-Tax State Revenues applicable at the Ministry of Communication and Information Technology. As of May 23, 2024, the validity period of the Payment Notification Letter (SP2) will be 14 calendar days, previously only 5 working days. The SP2 can be canceled once within a running year period, causing the application status to become void. If the SP2 is unpaid twice within a running year period, it will result in the suspension of certification application services for 6 months. According to the Ministry of Communication and Information Technology Regulation No. 3 of 2024, Article 18, the validity of the certificate is indefinite.
