KOMDIGI MINISTERIAL DECREE No. 13 of 2025: Determination of Foreign Testing Centers for Telecommunication Certification

Jakarta– The Indonesian government through the Ministry of Communication and Digital (KOMDIGI) officially issued the Decree of the Minister of KOMDIGI No. 13 of 2025 concerning the Determination of Foreign Testing Centers for the Purpose of Certification of Telecommunication Equipment and/or Telecommunication Devices. This regulation was signed by the Minister of KOMDIGI, Meutya Viada Hafid, on January 15, 2025 and will be effective from January 1, 2025 to December 31, 2026. This decision aims to provide legal certainty regarding the use of foreign laboratory test results as supporting documents in submitting telecommunications equipment certification applications in Indonesia. Key Points of KOMDIGI Ministerial Decree No. 13 of 2025 ✅ Determination of the List of Overseas Testing Centers Foreign testing laboratories that can be used in the certification process consist of:🔹 Previously unilaterally recognized foreign testing centers (non-MRA).🔹 Testing centers that have registered or re-verified no later than November 1, 2024. With this regulation, only laboratories that have been registered in the appendix to the decision can be used for testing telecommunications devices. ✅ Regulation Validity Period This regulation is effective from January 1, 2025 to December 31, 2026, so companies requiring telecommunications equipment certification must ensure compliance with the list of established test centers. ✅ Terms of Use of Digital Signature Since April 1, 2021, test reports are required to use digital signatures. This requirement remains in place to ensure the security and validity of telecommunications device testing documents. ✅ Use of Test Reports for Certification Test result reports from registered overseas testing centers can be used in submitting SDPPI/DJID certification applications on the following conditions:🔹 Testing is carried out in a laboratory appropriate to the type of telecommunications device.🔹 Testing is carried out by foreign testing centers as stipulated in this Ministerial Decree or testing centers recognized through the Mutual Recognition Agreement (MRA) mechanism.
