This regulation replaces Ministerial Decree No. 59 of 2022, which is now declared null and void.<\/p>\n\n\n\n<p><strong>What is Free Space Optics (FSO)?<\/strong><\/p>\n\n\n\n<p>Free Space Optics (FSO) is a communication technology that uses light (laser) to transmit data wirelessly through the air. This technology is widely used as a high-speed connectivity solution in areas that are difficult to reach by fiber optic cables.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Key Points in Ministerial Decree No. 43 of 2025<\/strong><\/p>\n\n\n\n<p>1. All FSO devices to be manufactured, imported, assembled, or marketed in Indonesia must meet the following technical standards:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Power and electricity consumption<\/li>\n\n\n\n<li>Electrical safety: according to IEC 62368-1 or IEC 60950-1<\/li>\n\n\n\n<li>EMC compliance: CISPR 32 and CISPR 35<\/li>\n\n\n\n<li>Laser safety: Class 1, 1M, 2, 2M, 3R, and\/or 3B based on IEC 60825-1 &amp; IEC 60825-12<\/li>\n\n\n\n<li>Ethernet and SDH interfaces: IEEE 802.3, ITU-T G.957, and G.691<\/li>\n<\/ul>\n\n\n\n<p>2. FSO devices must be installed according to the location classification based on laser exposure risk:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Open area (public access)<\/li>\n\n\n\n<li>Restricted area (limited access)<\/li>\n\n\n\n<li>Inaccessible area<\/li>\n\n\n\n<li>Controlled area (action by trained personnel only)<\/li>\n\n\n\n<li>This classification will determine the permitted laser classes and the safety measures that must be implemented.<\/li>\n<\/ul>\n\n\n\n<p>3. To obtain an SDPPI certificate, the applicant must attach:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Official assessment report covering the following aspects: power, electrical safety, EMC, laser safety, and SDH<\/li>\n\n\n\n<li>Declaration letter in line with the IEEE 802.3 standard (for Ethernet)<\/li>\n<\/ul>\n\n\n\n<p>4. If the device uses a higher-risk laser (for Class 2, 2M, 3R, 3B Lasers) , the applicant must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cooperation agreement with the telecommunications network operator<\/li>\n\n\n\n<li>Letter stating that the device will only be sold to authorized providers<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>This regulation comes into force on May 18, 2025. All certification applications after that date must follow the new standard.
